The issue is whether at the end of the draft to allow managers to immediately drop players they drafted in favor of unclaimed players in the player pool, or whether to institute a waiver period of two days.  During those two days all managers could submit FAAB bids of zero to $100 for any undrafted players.  High bidder then would get the player in return for a player on their roster.
